Lake County Prosecutor requests Indiana State Police investigation into theft of evidence<\/strong><\/p>\n\n\n\n

Lake County Prosecutor Bernard A. Carter has formally requested the Indiana State Police open an investigation into missing evidence connected to the November 1, 2023 search warrant execution at Jade Massage Parlor in Winfield.<\/p>\n\n\n\n

The request follows the discovery that cash seized as evidence during the raid in the amount of $97,014.37 \u2013 was not properly secured and that a substantial amount remains missing. Investigators believe roughly $33,540.51 is still unaccounted for.<\/p>\n\n\n\n

Prosecutor Carter has asked the Indiana State Police to conduct a full, independent investigation into the disappearance of the funds and to work to determine the location of the missing money.<\/p>\n\n\n\n

\u201cThe public must have confidence that evidence collected in criminal investigations is handled lawfully, transparently, and with integrity,\u201d said Prosecutor Carter. \u201cAny allegation involving the mishandling or theft of evidence by a law enforcement officer is extremely serious. We are asking the Indiana State Police to thoroughly investigate this matter and to make every effort to recover the missing funds.\u201d<\/p>\n\n\n\n

The missing cash stems from a multi-agency investigation into Jade Massage Parlor, located at 9001 E. 109th Avenue in Winfield, which was the subject of a lengthy human trafficking, prostitution, and financial crimes investigation led by Winfield Police beginning in January 2023.<\/p>\n\n\n\n

The raids led to the seizure of cash, business records, and other evidence connected to the criminal investigation.<\/p>\n\n\n\n

The Post-Tribune<\/em> reported the Winfield Police Department issued a report on its internal investigation of cash found during the November 1, 2023<\/a> raids of 2 massage parlors, 2 restaurants, and a residence; all owned by Guan Yu and Wujiao Liu.<\/p>\n\n\n\n

Jade Massage Parlor, 9001 East 109th Avenue in Winfield, was the initial focus of the investigation that led to the investigation of the couple\u2019s other properties: Relax Massage Parlor, 1451 Summit Street in Crown Point; Sakura KJ Restaurant, 204 South Main Street in Crown Point; Yamato KJ Restaurant, 10819 Randolph Street in Winfield; and the residence at 634 East 113th Place in Crown Point.<\/p>\n\n\n\n

The report, issued May 18, concluded that about $33,540.51 was missing from the $97,014.37 accounting from 2 years ago in November 2023. Winfield Town Marshall Robert Byrd asked Lake County Prosecutor Bernard Carter to request the investigation by the Indiana State Police.<\/p>\n\n\n\n
